Meat Shop Licensing and Registration Procedure in India

 A Meat Shop, regulated by Municipal corporation act of the state and the prevention of food Adulteration Act 1964. To set up the Meat shop one requires a trade license which will be issued by The licensing and Enforcement Department of the municipal corporation of the respective states. To get a new trade license from the nearest Citizen’s service Bureaus(CSB) a form needs to be submitted which costs 25 rupees. Apart from this Apply Fssai license operator needs an FSSAI license as well to guarantee the safety of the products.

Meat and meat products are categorized as meat, poultry that are either fresh or processed. FSSAI has some guidelines so that contamination risk can be minimized and safe for human consumption. HACCP approach is a systematic approach to prevent any sort of contamination from entering meat and related products. It is necessary to eliminate all the hazardous substances to remove at the critical control point (CCP). 

Food business operator can follow the below checklists to ensure the safety of the products which are compliance with schedule 4 of Food safety and standard regulation, 2011.

a.    Meat processing plant should be located away from chemical and oil and gas industries

b.    Must have an adequate supply of potable water.
c.     Equipment should always be cleaned, dried to free from fungus. 
d.    Proper outlets like chimney and exhaust fan should be installed in the production and supply area. 
e.    Put cold storage facilities if required.
f.    Need to use containers made of non-toxic and non-metallic materials.
g.    No person should suffer from any contagious disease.  Needs to make arrangements to get the staff medically examined etc.

Food Business operators need to ensure that food production personnel and supervisors must undergo proper food hygiene training. There are other certain guidelines that need to be monitored:

a.    There should be a proper arrangement to differentiate the raw meat department, filling department, and cooked meat department. 
b.    Source of supply must be checked.
c.    Record of number of animals to be slaughtered per day 
d.    Record of Vets, their name and VCI Registration number, etc.

FSSAI is issuing License based upon estimated business turnover and for Meat shop also the criteria is same as follows:

a.    Basic  FSSAI License: If any Food operator manufactures or sells food for their own purpose or through hawkers or vendors in the home-based canteen, online, stalls, etc. with business turnover not exceeding 12 lakhs and slaughtering capacity is not exceeded 2 large animals or 10 small animals or 50 poultry birds, they will get a Basic license within 7 days of registration.
b.    State License: Any food operator having an annual turnover of more than 12 lakhs can get a state license if the slaughtering capacity is more than 2 large animals up to 50, daily meat processing units is 500kgs, etc.
c.    Central License: Any food operator will get Central License if the annual turnover is more than 20 crores. The slaughtering capacity should be more than 50 in the case of large animals, 150 for small animals, and 1000 for poultry birds. Daily processing units should be more than 500  kgs.
